Profile: Charles V Scatchard joined Oracle on September 2, 2002 as Vice President, Healthcare - Europe, Middle East and Africa (EMEA). He joined from IBM where, for four years, he was Managing Principal and Vice President for IBM's Healthcare and Life Sciences Systems Integration and Consulting (BIS) division for EMEA. Charles began his working career in the UK National Health Service (NHS), as a healthcare economist, after obtained his graduate and masters degrees from London University and the London School of Economics.
In 2004 Charles was asked to combine Healthcare with Life Sciences in one Sector. In his capacity, Charles is therefore responsible for the Healthcare & Life Sciences Sector in Oracle in EMEA - including all strategy, SI and ISV relationships, the HTB program, marketing and sales programs and operations and the entirety of the revenue plan for the sector in EMEA. During the time of his leadership, the H & LS Sector in EMEA has quadrupled in size – to embody the best in best practice and has become the fastest growing sector in Oracle EMEA including the biggest licence deals in EMEA history.
Charles has dedicated the latter part of his career to being involved with the planning, design, implementation and management of health information networks at the leading edge of e-health - an example of which is the the NEHIN network in Massachusetts, US - which he conceived along with Partners Healthcare and several other world-leading healthcare institutions and involved the creation of an extranet for elligibility, referrals, authorisations and claims for every major provider and payer in the state in the wake of the HIPAA reforms. This has become one of the major models for the US National Health Information Network (NHIN) program.
